Community plans have asked for bike lanes on Holgate for 15 years. Now that they are here, they are better than ever.

Most recently, the East Portland Action Plan process in 2008 called for more bike access on streets:

T.3.1 Install striped bike lanes on all major arterials throughout East Portland; prioritize areas with gaps in the bike network.


It also requested the use of innovative designs:

T.3.3 Develop complete and more well-defined bike system plan for East Portland; consider/incorporate safety innovations such as divided bike lanes, "bike boxes", path systems.


Historically, the Lents Neighborhood Plan of 1995 identified Holgate as a bicycle lane street:

T19 “Request Striping for bike lanes on Woodstock, Holgate, and Foster Road"


Also in 1995, the Powellhurst-Gilbert Neighborhood Plan established policies to promote walking and biking by reducing auto traffic impacts:

4. Reduce the impact of auto traffic on existing and proposed pedestrian facilities and bikeways so that people walking and biking will feel more comfortable using alternative transportation modes.


The Lents Traffic Safety Plan in 1999 recommended reducing Holgate from 5 lanes to 3, to better accomodate the level of traffic and serve its function as a neighborhood street.
